Abstract
Cultural development, as one of the most important aspect of the development of human society, is at the center of development study. Quran offers its utopia which is different in principles, parts and elements with materialistic utopia despite their general commonality. Since the system of value and norms is one the main principle of a society, Quran takes effort to index logically and systematically in this area.
The research is based on this assumption that in Quarnic thought, monotheism and justice are from fundamental indexes in cultural development of Islamic society in the realm of values and norms, and monotheism and justice have many functions in order to perform cultural development.
Therefore,it has been tried to provide the status of raising the Quranic pattern of developed society by explaining these functions precisely in order to clarify the roadmap of Islamic community entirely.
